CMS Releases Dental Action Plan Template

To assist states in improving preventive dental services for children, CMS will be working with states to develop Action Plans as part of its Oral Health Initiative. A Dental Action Plan Template has been developed by CMS to assist States in their planning.  Information about the Template was published in the Federal Register on December 23, 2011.  Public comments may be submitted until January 23, 2012.  A copy of the Template is available here.  MSDA will be hosting a webinar  in March that will provide the opportunity for technical assistance to states.

CMS has not yet set a deadline for States to complete their Action Plans.  For more information, you may contact Laurie Norris, the Coordinator of the CMS Oral Health Initiative, at laurie.norris@cms.hhs.gov or Mary E. Foley, MSDA Executive Director at mfoley@medicaiddental.org.

Access to Dental Care

  • Crall J, Schneider D, with American Dental Association (ed.). 2004. Increasing access to Medicaid dental services for children through collaborative partnerships.
This brief discusses barriers to access to oral health services for children enrolled in Medicaid and presents a rationale for increasing access through collaborative partnerships. The brief identifies three areas of concern associated with Medicaid dental programs that discourage dentist participation and limit access to care. Also provided are examples from several states that have engaged in significant efforts to improve access to oral health services for individuals covered by Medicaid.
  • Crall J, Schneider D, with American Dental Association (ed.). 2004. Medicaid program administration.
This brief discusses the way Medicaid dental programs are administered and how simplifying administrative procedures could help increase access to oral health care for Medicaid enrollees. The brief focuses on how states administer Medicaid dental programs. Topics include single-vendor contracting, state reconsideration of managed care strategies, and state efforts to reduce administrative burdens. Single-vendor programs in Michigan and Tennessee are described. A list of notable Medicaid dental program administrative innovations is also included.
  • Crall J, Schneider D, with American Dental Association (ed.). 2004. Medicaid reimbursement: Using marketplace principles to increase access to dental services.
This brief discusses Medicaid reimbursement rates for oral health services and how these rates, which often fall well below dentists’ fees, contribute to dentists’ reluctance to participate in Medicaid. Topics include problems with current state Medicaid reimbursement rates; using percentile analysis to establish market-based Medicaid reimbursement rates; and state-by-state, regional, and national comparisons of Medicaid payment rates and market-based fees.
